Focus on Non-Judicial Divorce and Notarial Cooperation in Warsaw

On 15 and 16 May 2025, Warsaw was the meeting point for notaries from across Europe, gathered at the initiative of the CNUE and in close cooperation with the Polish Notariat. These two days of events were held under the umbrella of the European Notarial Network (ENN) and co-funded by the European Union.
Seminar on Non-Judicial Divorces in Europe – 15 May
Under the patronage of the Polish Presidency of the Council of the EU, the first day was dedicated to a seminar on non-judicial divorces in the European Union. With the involvement of speakers from nine EU Member States (Poland, Belgium, Czech Republic, Austria, Estonia, Spain, Lithuania, Romania and Slovenia), participants explored how notaries can play a role in non-judicial divorce procedures, in particular as a means of unburdening national courts and facilitating faster and more accessible procedures for citizens.
The seminar was opened by Aleksander Szymański, President of the Polish National Council of Notaries, and Vincent Tilman, Secretary-General of the CNUE, who presented the role of the European Notarial Network. Throughout the day, speakers provided national insights. The discussions also contributed to the Justice Without Litigation project, funded by the EU which explores the potential for notarial involvement in non-judicial procedures, including divorce, succession and guardianship.
ENN Interlocutors’ Meeting – 16 May
The second day brought together the European Notarial Network (ENN) interlocutors – notarial representatives from across the EU responsible for coordinating the Network’s activities at national level. Chaired by Giovanni Liotta, ENN Coordinator, the meeting focused on recent changes in national legislation, the ENN 2025 work programme and preparations for the 2026–2028 roadmap. The meeting provided an opportunity for fruitful exchanges and reaffirmed the commitment of ENN members to fostering European cooperation and citizen-friendly legal solutions.
